Mission Statement

Tutti Cancer Warriors (TCW), a nonprofit organization established and registered in Romania, is dedicated to bringing hope and healing to cancer warriors worldwide. Through our €500 grant program, we support the emotional and mental well-being of cancer warriors by helping fulfill a personal wish that aids in their healing journey. Our actions align with both our charitable mission and Romanian law.

Grant Purpose

The TCW Grant provides €500 to cancer warriors for a personal wish (e.g., a meaningful experience, item, or activity) that nurtures emotional or mental healing. This grant does not cover medical expenses.

Eligible Countries

Grants are available to residents of the following countries:

  • European Union Member States: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden.
  • European Economic Area Countries: Switzerland, Norway, Iceland.
  • Other Countries: United Kingdom, United States, Canada, Australia, New Zealand, Japan, South Korea, Singapore.

Exclusions: Countries under EU or international sanctions (e.g., Russia, North Korea). Eligibility is subject to Romanian regulations on cross-border donations and may be adjusted based on legal or sanctions updates.

Eligibility Criteria

To qualify, applicants must:

  • Be a cancer warrior (currently in treatment or in remission for up to 5 years) and at least 18 years old at the time of application.
  • Live in an eligible country.
  • Submit an application detailing their cancer diagnosis and a personal wish supporting their emotional or mental well-being.
  • Agree to provide proof of fund usage (e.g., receipts, photos) within 9 months of receiving the grant.
  • Provide evidence of their cancer status (e.g., medical note, support group referral) if requested by TCW for verification or audit purposes.

Application and Grant Process

Application Submission:

Applicants submit their application through google form including:

  • Name, age, country, and cancer diagnosis (type and status).
  • A 200-300 word explanation of their wish and its healing benefit.
  • Supporting evidence (e.g., medical note, referral, etc).

Review and Approval:

  • TCW reviews applications within 6 weeks, assessing eligibility and alignment with the grant’s purpose.
  • If needed, TCW may request additional evidence of cancer status during this stage.
  • If approved, the applicant will receive confirmation and a grant agreement to sign.

Fundraising and Disbursement:

  • TCW raises €500 per recipient through general donations or public campaigns (with the recipient’s consent to share their story).
  • Funds are transferred via bank transfer within 30 days of reaching the €500 target, compliant with Romanian financial laws.
  • Recipients must submit proof of usage within 9 months of receiving the grant (extensions available for medical reasons).

Terms and Conditions

Fund Usage:

  • The €500 must be spent on the approved wish. Misuse can lead to repayment requests, which will be reviewed by TCW.

Publicity:

  • Recipients choose to share their story, name, or photos for TCW fundraising purposes. Anonymity is available upon request.
  • TCW will seek input from the recipient regarding any publicity materials.

Tax Responsibility:

  • Recipients are solely responsible for reporting the grant to their local tax authorities and paying any applicable taxes. TCW does not provide tax advice or deductions from the grant.

Non-Transferable:

  • The grant is for the named recipient only. If unused (e.g., due to death), the funds will return to TCW for another warrior.

Administrative Costs:

  • TCW covers operational expenses separately, so the full €500 will go directly to the recipient.

Compliance with Romanian Law

Legal Basis:

  • TCW is established as a nonprofit under Government Ordinance No. 26/2000, ensuring that all grants align with its non-patrimonial purpose to support cancer warriors, in accordance with the organization’s Statute.

Financial Accountability:

  • Funds are tracked according to Law No. 82/1991 (Romanian accounting law) and Law No. 227/2015 (Fiscal Code), with records of applications, agreements, and proofs kept for 5 years for audits by the Ministry of Justice or tax authorities.

Verification Process

  • Eligibility requires proof of a cancer diagnosis, like a doctor’s note, pathology report, or treatment document (e.g., bill or prescription) with your name. If records are hard to grab, a signed statement from a healthcare provider or social worker works too. Proof is needed upfront to ensure every grant goes to a real cancer warrior and meets audit standards. All documents are kept confidential.

Data Protection:

  • TCW processes personal data in accordance with EU GDPR (Regulation 2016/679). Applicants consent to the use of their data for grant processing and potential audits.
  • All personal data will be securely stored and deleted after 5 years, in line with Romanian fiscal retention rules.

Cross-Border Rules:

  • TCW complies with EU regulations for fund transfers and avoids countries under sanctions, as per Romanian and international law.

Dispute Resolution

  • Mediation: Disputes will first be addressed through mediation, either in Romania or virtually for international recipients.
  • Jurisdiction: Any unresolved disputes shall be governed by Romanian law. Legal proceedings will be held in the courts of Bucharest, as stipulated under Romanian civil procedure law, unless otherwise specified in the grant agreement or as required by applicable law.

Grant Termination

TCW may terminate a grant for misuse or failure to provide proof of usage, after notifying the recipient and attempting mediation. Repayment may be requested, though it may be waived for hardship (e.g., severe illness).

  • Ineligibility for Future Grants: If a grant is terminated, the recipient may be ineligible for future grants for 2 years, subject to review.

Force Majeure

TCW is not liable for delays due to uncontrollable events (e.g., natural disasters, government actions). Recipients affected by such events (e.g., treatment disruptions) may receive deadline extensions.
